In this case I would say that the port is wrong.
Port "5<xx>00" is usually the Java port. "<xx>" is the instance number.
In this case, the path being accessed is an ABAP application:
By pointing it directly the Java stack, you're bypassing the ICM, and therefore it does not decide if the request should go to the ABAP or Java, going directly to the Java side, it does not find the service as it does not exist in the Java stack, having the error you described:
Connection to EEM Repository (ABAP) Failed! Service call exception; nested exception is:
com.sap.engine.services.webservices.jaxrpc.exceptions.InvalidResponseCodeException: Invalid Response Code: (404) Not Found. The request URL was:"http://172.17.196.21:51000/sap/bc/srt/rfc/sap/AI_EEM_LIST_ALL_SCRIPTS/100/AI_EEM_LIST_ALL_SCRIPTS/AI_EEM_LIST_ALL_SCRIPTS". Check, whether the URL is correct, and the Web Service that you are requesting is up and running."
Besides that, SP03 is quite old and I strongly recommend to the latest support package available, which is much more stable.

well, after applying central note v24, things magically almost work. The new content got applied before I could run the IMport Analysis report. 
Good thing this was on Sandbox. 
Now trying it on our dev box - applied the RCD notes, still had to run the manual upload. Then the Preimport Analysis link came active. Pressed that, and BOOM.

Initial Sync for LMDB usually takes more than 3 days in Oracle .. i have seen that this happens faster if your DB is Sybase or MaxDB . But in oracle you have to wait for sync to complete ..
This is normal.

Solution Manager does not fulfill the Diagnostics prerequisites

/TMWFLOW/SCHEDULE_IMPORT occasionally not working correctly
Hello everyone,
I'm facing a recurring problem that has me somewhat stumped in Charm.
We're running SolMan 7.1 SP14
We've implemented Charm for a few projects, but also have 1 big maintenance project that is kept open for non-release changes & emergency fixes.
We have the /TMWFLOW/SCHEDULE_IMPORT scheduled every 30 minutes to import transports in our acceptance system that have the correct status in charm.
This works correctly most of the time. But from time to time, it seems to fail for the above mentioned big maintenance project. The job runs correctly (with the required variant to specify the system & client), but nothing happens. A few seconds of CPU time, tracing shows a big load of select queries & an update statement. But nothing arrives at the managed system (no entries in TWA alerts or import history)
In the corresponding tasklist within SolMan, nothing is logged either (which seems to be correct by design: if /TMWFLOW/SCHEDULE_IMPORT doesn't find anything, he doesn't log it in the tasklist calendar either). Unfortunate, because that means I can only guess what he did do.
And this situation doesn't change anymore, nothing is imported once this occurs.
A fix seems to be to schedule the import manually in the tasklist once, after which the import queue gets processed, and the next few times, import succeeds again.
I can rule out a restriction of rights since manually starting it does work. Setup seems to be OK as well, for the same reason.
But I'm not sure what to look at next in order to find a cause for this behaviour.
Has anybody had anything similar happen in the past? Any good ideas or suggestions?

Please find the attached.
I have a doubt as to, if this data is being picked from Managed systems T000 tables CCCategory field for 000 client ? Here in PGC, CCCategory value is S meaning non production.

Technical Monitoring Gray Alerts
Dear Experts,
We are configuring Technical monitoring in solution manager, ECC development system is configured to get alert while we configure ECC QAS server facing issue. I have checked for the extractors all are reporting and its in green status. I have checked for data collection of the host agent and found the configuration agent XML is not reaching. I have followed the below note but it doesn't help me to solve this issue. Hostagent is in latest version.
1854525 - "Configuration XML <nbr> likely did not reach the agent" - Solution Manager 7.10
Need your suggestions to resolve this issue.
