As I remember, the sender of an e-mail is determined by user which triggers shedule conditions.
What do I mean: your PPF action is sheduled when your user A sets the status "In development" (shedule conditions). This action is executed when you change status from "In development" to the next one (when it meets start conditions).
Check this, because I had the same problem several years ago, but I do not remember exactly the reason I discovered
