Kindly share Adobe Flash player version on the OS and if possible try to upgrade it up to the latest available.Secondly follow SAP Note 1547441 - Flash roadmap for Solution Manager Setup

• Use the URL parameter "sap-accessibility". The standard URL for calling Solution Manager Setup (with new roadmap) looks like this (the part "myhost.mycom.corp:50055" of the URL is installation dependent and differs on your system):
  http://myhost.mycom.corp:50055/sap/bc/webdynpro/sap/wd_sise_main_app?sap-language=EN
  To use the old roadmap add to the URL displayed in address bar of your browser the parameter "sap-accessibility" with value "X":
  http://myhost.mycom.corp:50055/sap/bc/webdynpro/sap/wd_sise_main_app?sap-language=EN&sap-accessibility=X
  Hint: you can add this URL to your browser favorites and use this link to call Solution Manager Setup directly instead of using transaction SOLMAN_SETUP.

Please perform the above recommendations as per the mentioned SAP note.Hope this will solve your issue.
