Not yet. We're still working on it. It looks like our situation is specific to installing Solution Manager 7.1 SP 4. If you're starting with SP 8 or 10, the permission requirements have changed. An option that might work for you is to give the <SID>admin the SAP_ALL role and see if you're able to create a maintenance plan. Then, update your system to SP 10, remove the SAP_ALL role and make sure the user has the appropriate permissions. This is the plan that we are going to take in the next few weeks.
