You are wrongly looking at partner det procedure instead of partner function

Reported By is a partner function which you can find out INSIDE in Partner det proc SLFN0001 or ZLFN0001 etc(custom) in 7.0

or SMIN0001 etc in 7.1 version of solman

1. First you define a partner function then
2. you assign this to a parter determination procedure and then
3. Partner det proc to transaction type
